If a transaction happens within a realm — there is a tax. Part of that tax goes to the realm, the other part goes to Dreem. The creators of the realm in the beginning decides how much they want to tax people. Later, as communities grow and extensions are added, can the tax be defined together by voting. What a realm decides to do with the tax is up to the Realm DAO. Other people can apply to be a part of a realm through realm extensions. These requests can be either approved or denied by the realm.
